Are you saying that your eBGP peer is sending routes to its eBGP ixp peer with a blank next-hop? If yes, then something is weird. The BGP protocol standards states that the eBGP peer will set the next-hop to its peer-address when advertising to the eBGP peer. You may want to disable your export policy then run the command again to see if it is a mis-configured policy.
