So from your reply and the reading  I understand that :

 

  • Each customer has a group of VNI assigned, where one VNI is mapped to on VLAN
  • MultiTenancy is provided by Virtual Instance (VRF), associated to a RT, like the L3VPN...

Do my understand is correct ?

 

> The route targets are part of the underlay transport that is being used to communicate between the VTEP

 

I disagree with your assumption beacuse from my understanding the underlay means "VTEP (loopback) reachability"
