There are all sorts of BGP update/route/FIB installation prioritizations available in recent JUNOS versions but not this one (BGP session establishment prioritization).
You could use static 0/0 (and/or ::/0) route to act as a last resort while BGP sessions are not yet established. The nexthop could be the "last known working peering partner IP".
