Yes, I agree with you that the push should be removed to achieve my goal. That would solve the outgoing packet direction problem.
However when an incoming packet comes in on the interface with C-TAG 100-110 it should be directed to xe-1/0/0 unit 11 and 200-210 should be enclosed in unit 12 (as each 11 and 12 unit it then transported by l2circuit to a different PE router). With this I am having a problem.
by the way on:
set interfaces xe-1/0/0 unit 11 vlan-id 1
was seposed to have 11 at the end.
