Have You tried reading RFC2328? https://www.ietf.org/rfc/rfc2328.txt

Section A.4.2 to be exact. The following sentence has the clue:

bit E
        When set, the router is an AS boundary router (E is for
        external).

Translation - when bit E is set/when bit E equals 1 in LSA Type-1, then advertising router is an ASBR.
