I was able to figure out the issue with traffic forward.

I analised the traffic with tcpdump and the IP address of the VME that was comming. As the both interface: VME interface and the outgoing interface (Ae0) were on the same subnet  (Ae0 -> 10.254.254.2/24 / vme -> 10.254.254.3/24). So after bring down the VME interface the traffic forward works.

So the example that I have posted before works fine.
