I've used this method for a number of physical location moves over the years. If you can match the hardware and ports it is especially convenient. And it makes the rollback pretty easy as well.
You have noted all the steps needed for the process.
stage the new device in the new location.
insert the new optics and shoot the fibers to verify good connections
Implement a change freeze on the moving device at some point right before the cut
copy the configuration over to the new device
The cut is then just swinging the fiber from the old to the new device
Then run all the verifications
